Why is the impact of stopping the test on battery capacity less than the impact

Issue description: In testing devices of the same model, the impact on capacity after a 9-hour stoppage is less than 1%, while the impact on capacity after a power outage followed by restoration is as high as 4%.
The device being powered off and restarted does not affect its accuracy, and therefore does not impact the capacity. However, if there is a prolonged power outage or if the power is cut during a charging or discharging step, the voltage of the battery will fluctuate. Consequently, when power is restored, it will certainly have an impact on the capacity.
To verify this, the same amount of time can be used to stop and then restart the device without cutting the power.
